Does the PAS 600/800 Panel Server record the Panel Server ON and OFF times during power failures? If yes, how can we view the power failure time values?

If the PaS is connected to a scada, during power off/power, the scada is not able to retrieve any data so you should be able to get the duration of power off/on at scada level.
If the PaS is connected to a Schneider cloud application, as you will have an alarm notification of communcation loss after power off, you will have the duration of power off/on at your cloud application level.
Another solution is to have a look in the uptime available in PaS Web page: Maintenance /System Montoring, you can have easily when the PaS has been powered on or rebooted:
Duration of power off /power on is more complex, at only PaS Level, as will require PaS logs analyse which is not so easy as mainly for R&D team.
