Andrew,
I have been able to resolve this issue in the past by decreasing the max java heap size allowed for the Data Center Expert client. It has been successful on a windows 7 machine, so hopefully it will resolve the problem on a windows 10 machine as well.
To change the max java heap size:
1) Navigate to the installation directory within your local disk. Default installation directory: C:\Program Files (x86)\StruxureWare Data Center Expert 7.2.7\
2) Navigate into the dcexpert folder within the installation directory.
3) Open the DataCenterExpert.ini configuration file within notepad.
4) Change the value for -Xmx to be: -Xmx512M
5) Save and exit the configuration file.
6) Attempt to open the StruxureWare Data Center Expert Client.
Best Regards,
Cory

Andrew,
Just to add to Cory's answer, Windows 10 is just released and has yet to be officially tested. Please see the release notes for supported operating systems here.

Another thing to try if the DCE client had been installed prior to the upgrading to windows 10 is to uninstall DCE client and then reinstall. As that is what worked for my systems that were upgraded to Windows10 and then had the client failing to fully launch.

I ended up having to set the full path to javaw.exe in the ini file
From -vmargs to -vm "c:\Program Files\Java\jre1.8.0_51\bin\javaw.exe
