Hello,
I changed server locale and time settings in DCE settings. So this server rebooted after this operation. But now I can't reach from Client and http. Could you help me about this issue. You may find related picture at the attachment. But server working at the background still sends email.

http daemon's configuration file on your server is corrupted and daemon could not start. That's why you could not connect via browser or client.
Fastest way to fix it is restore DCE from latest backup.
In other way you need to contact your local techsupport in order to receive root password and instructions how to edit configuration file manually.
