I have a mobile scanning device from the approved list of devices, have downloaded and installed required files via activesync. At the login screen on the device Local Mode is greyed out, not allowing me to log in and synch via Windows Mobile Device Center (activesync).
There is no wifi access to the environment that DCO lives in here. Is there a local file on the PC I need to sync for initial login?

Use the ActiveSync's passthrough internet option to get the handheld device to the network via USB to laptop/desktop, and to login to DCO, to get its data for local mode.
Any changes done in the handheld, will need to be sync-ed back to DCO via the same method though.
