Can anyone help me to fetch data from Data Center Expert through API's using what tools? and procedure.

SOAP is probably the most common tool used to manually query a DCE server using its API's.
Assuming you can view the page I pasted below, the bottom section of this page describes how to make a general call from SOAP to DCE when verifying sensor data.
