Hello,
I need to send SNMP trap from DCE server and netbotz 450 to a third party SNMP trap receiver (NNMi) from HP. So is it necessary to upload the MIB file of the netbotz on the trap receiver to receive traps from DCE and netbotz?

Yes, NMS systems normally require the MIB files to be uploaded. Please refer the below k-base document which addresses your query.

Struxureware DCE Powernet MIB can be downloaded in the below link:
https://www.apc.com/shop/in/en/products/PowerNet-MIB-v4-3-2/P-SFPMIB432
The SNMP MIB for NetBotz Appliances can be downloaded from the NetBotz Appliance itself by accessing the following URL:

http://ip_address_of_appliance/netbotzv3.mib
The latest MIB should also be available on the APC software downloads page at:
https://www.apc.com/shop/us/en/products/NetBotz-MIB-v3-2-0/P-SFNBMIB320
You can configure your NMS or Trap Receiver on DCE Dekstop client.

we made the configuration in the DCE as you mentioned, downloaded the MIB file direct from the netbotz and uploaded it in the NMS but we can not receive the traps on NMS. we test flow on the network we found that the netbotz send the below trap but we can not see this trap on NMS:

we notice that the OIDs is not the same as in MIB (it is not complete Ex: E:5528.100.11.2 should be 1.3.6.1.4.1.5528.100.11.2 )
please advise where is the problem?

I suggest you to use the SNMP Trap test by using DCE "Network Management Systems Integration" feature and see if it has different results. To use DCE "Network Management Systems Integration" feature, then please use Powernet MIB instead of Netbotz MIB.
I am not familiar in NNMi NMS. The DCE SNMP Trap feature works as the way it is described in the k-base document:FA231439.
I also let other folks in this community to share their views on your query.
