I would like to visually account for over head ladder / fiber raceway as part of the cabling layout.

Currently, the only way to do this is to import a CAD drawing in .dwg format that has the cable trays and fiber raceway on it or as a layer. This can be done in the room properties.
DCO does not support adding these as genome. Not sure if it's on the roadmap for ITA, but you can always submit a feature request for it.
