DCE can only control APC Switched PDU outlets on or off (http://www.apc.com/us/en/faqs/FA301709/). If you need to control other devices, such as UPSs, you may be able to control them from the web interface of the devices Network Management Card (NMC).

Or maybe to be more specific, you can control the PDU through DCE. DCE itself (alerting, etc) does not control the PDU.
