Hi Shaf,
I would recommend you to verify the polling interval set for DCE while adding it to DCO.
It is advisable to connect DCO server as close as to the Private LAN of DCE(GB2 in case if it's a hardware) to minimize any network latency. If you are facing similar issues in getting delayed alerts from Devices to DCE, you can log in to a client connected as close as possible to the private port (GB2) to test the delay.

If you are talking about within DCE, you can change the scan frequency of devices globally or for each device, as well turn on priority scanning which scan all data points of a device if a trap is received rather than waiting for the next scanning cycle.
Global Scan Frequency:
Device>SNMP Device Communication Settings>Global Scan Settings>Scan Interval (mins)
Device Specific Scan Frequency & Priority Scanning:
Device>SNMP Device Communication Settings>Device Scan Settings>Select desired devices> Edit Device Scan Settings>Scan Interval (mins) & Check Priority Scanning
