What if any will be the differences between DCO with all options and ITA with respect to input output? E.g. Initial seeding via Excel, REST and SOAP APIs, ETL Import and Export DBs.

I'll do my best to respond to your inquiry, hopefully someone in the product team will correct my response if I'm in error.
At a high level, there will be two versions of ITA. A hosted version and an on-premise version. From a deployment standpoint the on-premise version will be very similar to deployment of DCO today, in fact the differences to the end use may not be immediately apparent other than re-branding of StruxureWare DCO to EcoStruxure ITA.
From an offer standpoint there's some simplification. In ITA, base licensing will now include what you and our customers know as DCO, Co-Location, Energy Cost and High Availability licenses. So 10 racks of base ITA include all of the previously named licenses.
Cooling Optimize is no longer going to be offered as an integrated solution to ITA. Cooling Optimize is still offered as a standalone solution, so customers with the need for those features can still purchase the offer through Schneider but there is no requirement for the customer to also have ITA, and if they do have ITA there is no integration with ITA. Those customers will access the AI server deployed in that solution directly.
Energy Efficiency is no longer offer with ITA. Customers who use and require Energy Efficiency should continue to use DCO 8.x with DCO 8.3 release being imminent now. We see opportunities to revisit what EE provides today and the features it offers could be built into our EcoStruxure solution in a better manner. This will be revisited at a later date.
Server Access and IT Power Control is being discontinued at least for now. Both of these items/features will be re-evaluated for the EcoStruxure IT Expert platform.
IT Optimize is discontinued for the hosted version of ITA, the on-premise version will continue to support ITO for the time being.
As of now, the hosted version of ITA (Schneider hosts the ITA server for the customer in Azure) it is safe to assume it will not include any of the features / functions of DCO which would have required the DCO server to reach into the customer network. This means the hosted ITA solution will not include IT Optimize (or its related features), Data Center Expert, vCenter integration, UCS Integration and so on. Also the hosted version of ITA is not expected to support ETL. Customer who need to get power measurement , environmental, or alarms in ITA must use a connection to the EcoStruxure IT Expert cloud.
The on-premise version of ITA will support direct connections from Data Center Expert, and IT Optimize as well as ETL. IT Power Control and Server Access functions are being discontinued (at least for now). The on-premise also supports connections to the EcoStruxure IT Expert cloud.
I'm certain REST api's will still be present. I'm not 100% certain regarding SOAP.
I think I covered most items.
DCO 8.3 will be released soon and will be available to customers who cannot move to ITA immediately. Existing DCO customers with an active support contract can upgrade to ITA on-premise as if it were a DCO release/upgrade.

I should have included, capacity and change modules are still offered with both the hosted and on-premise ITA offers.
This means the hosted version of ITA will have a four licensing options.
Base ITA
Base ITA w/Capacity
Base ITA w/Change
Base ITA w/Capacity and Change
The high availability license is for DR node implementations.

I hope I have this right - I assume a typo with the absence of the word "not" as in "will not include" ...
