This is the successor report which I previously posted in the below.
I reported the issue in last November, but it still happen in Ecostruxure IT Gateway 1.5.1(EcoStruxureITGateway-1.5.1.30-windows.exe).
This issue happen when installing the gateway to windows OS with Multi-byte language environment.
As I reported in the previous post in the above, the root cause is seemed to be the issue of installer which checks starting tomcat.
Here is the summary and corresponding logs.
I hope this will be fixed in the next release...

P.S. Current work around is the below.

To avoid the issue, the following procedure can be a workaround.
1. Before installing EcoStruxureITGateway-*.*.*.*, change the OS system locale to English(US). (See. https://java.com/en/download/help/locale.xml)
2. Install EcoStruxureITGateway-*.*.*.* (Run as administrator)
3. After the installation, change the OS system locale back to the original one. Then, restart the OS.
4. Launch the "Web Service Configuration" and add the "-Dfile.encoding=UTF8" line in Java Options. Then, Restart "EcoStruxureITGateway Server -*.*.*" service. (See. EcoStruxure IT Gateway installation in non-English Windows)

I confirmed this using Ecostruxure IT Gateway 1.6.0.39(EcoStruxureITGateway-1.6.0.39-windows.exe).
It successes to install for new installation and upgrade installation.
Newly install 1.6.0.39 => Success
Upgrade install from 1.5.2.28 to 1.6.0.39 => Success
So, this issue has been solved in Ecostruxure IT Gateway 1.6.0.39.

The new 1.5.2 version of EcoStruxureITGateway that was just released should now correctly install on multibyte systems and remove the need to perform the manual workaround.

Thank you for your information. I tried the EcoStruxure IT Gateway 1.5.2.28 installer. (EcoStruxureITGateway-1.5.2.28-windows.exe)
For the newly installation, it successes! Thank you.
But, it failed in upgrade installation from 1.5.1.30(installed with workaround operations) to 1.5.2.28.
Here is the summary and corresponding logs.
I'm not sure it's the remaining issue of 1.5.2.28 or not. It may be come from the issue of existing installation environment using 1.5.1.30 with work around.
But, please take care this for the next release anyway.
