Hello Shaun, you are seeing that error when you try to delete racks (you don't have capacity licenses)?
I assume you are in planning mode, and the room is unlocked when you're trying to delete the device?
If you login to the DCO web client (https://<dco-server-ip/) and view the licenses tab are your licenses active? If you are over your allowed license count you'd need to delete enough racks to get yourself under your allowed rack count before you can save your changes.

Do you still have the issue? if yes, have you checked your license details as Greg suggested.
Based on the description, it might be license keys (such as Operation and Capacity) are in balance, and perhaps the lower license key being the deciding factor. If you wish and can provide the copy of the backup file, then I can take a look and see what might be the issue?
I can send you an invite to my =S= box, so the data safely can be provided to me?
