I have similar issue like described in this thread:
DCO Upgrade 8.2.7 to 8.3 failed
I have DCO 8.2.12 and would like to upgrade 8.3.2. In my case the following checkbox was active and checked like this:
Do not download packages from the Internet | X |
No thirdparty RPMs" stayed empty.
I read carefully the relevant documentation: Getting from previous versions to DCO 8.x and especially section of Upgrading using the latest 8.x iso file
Chapter 2.d. says:
"Selecting not to download from the Internet may be relevant if you know you don't have an Internet connection during the upgrade as it may be a bit quicker when the upgrade doesn't check for newer files online."
That is the reason why I checked. I know that snippet from the log is not always useful but let's make a try. I can see that some package updates was unsuccessful like:

What am I doing wrong?
I already opened case with ID #65207401 and log/backup already uploaded to appbox of Schneider customer service rep.

Hi Mate,
It turns out that upgrading to 8.3.2 requires the DCO server having Internet access. Due to package dependencies an offline upgrade may fail, and unfortunately we have no work-around for this. In this case, eg. if the server dose not have Internet access, go for: a) clean installation of 8.3.2 b) and then restoring the latest backup file.

Thanks Jef, upgrade was successful with enabling (and setting up) internet access. I don't know why it is not possible to compile iso with all the necessary files to in-place upgrade but in this case maybe it would worth to post it for the future releases: internet access is necessary.
