I go to "System Setup->External system Setup". Nothing happens; no window, nothing!
Also there use to be a menu to manage users in DCO. It is gone.

I'd like to add to Christian's answer that if you're used to working with previous versions of DCO, you'll notice some changes immediately in versions 8.x.
In DCO version 8.0 some features were moved from the desktop client into the new web client interface. In addition to user management as Christian points out, this also includes: license management, remote user authentication, and dashboards.
Other significant changes to existing functionality include changes to the way search works, and a complete redesign of the power capacity calculations.
