Hello All,
Based on my experience the step that is missing here is to navigate in the command prompt into the directory that contains the files first, specifically the extracted mkDCExpertRestoreUsbKey file. This file contains instructions on where to extract and pull certain files from and it uses the current working directory to do so. If the command prompt isn't navigated to the same place as these files, then it wont be able to perform its job as it wont be able to locate the other relevant files that come with the utility.
Here you can see that it is attempting to pull files from the current working directory, but in this case, they are not located within your C:\Users\Administrator folder, but they are within D:\dce.
The step that was likely missing here was outlined in step 3 of the Creating a bootable USB Key (Windows or Linux machine) for DCE help center article.
3. Open a command prompt to the temporary directory and run mkDCExpertRestoreUsbKey.bat <iso image filename>. For example: mkDCExpertRestoreUsbKey.bat c:\tmp\restore.iso
I have submitted a request to modify this step in the article for clarity on the requirement to be in the same working directory as the extracted files.
Kind Regards,
Cory

Hello,
did you write .iso file with mkDCExpertRestoreUsbKey utility on USB memory?
seems like you did not use the utility and burn .iso file directly

Hello,
DCExpertUsbFlashRestore_Win_8.0.0 is a zip file......extract first and put in the command line .iso file name
if you don`t have smaller USB flash try to create a partition ~3.9gb and leave the rest unallocated
Instructions for a Windows machine
InsertUSBkey (no larger than 4GB) into your system.
Extract the following file to a temporary directory:
DCExpertUsbFlashRestore_Win_8.0.0.zip
Open a command prompt to the temporary directory and run mkDCExpertRestoreUsbKey.bat <iso image filename>. For example: mkDCExpertRestoreUsbKey.bat c:\tmp\restore.iso
Answer the prompts as appropriate.

Hello,
I think there is an issue with your long path with spaces
-create a directory on the root of partition ex: d:\dce
- copy iso file and mkDCExpertRestoreUsbKey.bat in d:\dce
- from cmd go to d:\dce and type the command: mkDCExpertRestoreUsbKey.bat restore-8.0.0.154.iso

Hello,
the deps folder should have ~3MB and 6 folders/109files
when you start utility, after usb format should appear a folder named ISO(with boot files) in the folder from where you run mkDCExpertRestoreUsbKey

Hello,
something is wrong with your computer
in normal situation when you run mkDCExpertRestoreUsbKey, after usb format, utility create a folder named "iso" in your case d:\dce\iso which contains boot files and after .iso file is copied on usb, script add lines to one file and create syslinux and EFI folders on you usb memory(that why your are receiveing that erors....utility cannot find iso folder)
so try on another computer...maybe protection like antivirus

Hello,
last chance
- open .iso file with explorer
- in folder from where you run mkDCExpertRestoreUsbKey, create a new folder iso
- copy from opened .iso file folders isolinux, EFI and file ks.kfg in to newly created iso folder
