I am currently mounting an NFS share and utilizing it for backups. I wish to setup an NFS share on a different server and believe I've done so - mirroring the one that is operational. However, DCE cannot Test Mount it. Are there any gotchas I've forgotten?

Dear Ed Krimmer,
From your screenshot: try changing the Protocol from UDP to TCP. And check, please, it is possible for your NFS resource to specify a Subdirectory as well?
For example, in my answer in topic on a similar question there is a screenshot of a practically verified configuration.
With respect.

Thank you. I tried your suggestions to no avail. Here is a screenshot of the functioning configuration - only difference is the server IP. The NFS sharename is simply "dcebackup" as specified. I can only think I'm missing something on the server side but coming up blank.

Dear Ed Krimmer,
Ok, very good that you have got to make NFS mount 😀.
