Is there a way to force a refresh of the thumbnail images?

Hello William,

The surveillance thumbnails within the DCE client will only refresh when motion is detected, otherwise the thumbnails will retrain an image of the last post. If you require a live view to can double click on the thumbnail which will open another window displaying a live feed of the camera. If you would like a page in which you can view all camera feeds within one page then I would recommend using gadgets on on the webpage of the Data Center Expert server.
