Hi Terrence,
Yes, you can reinstall the original licenses to the new DCE VM, provided that you use the same MAC address configured from your Virtual Machine with the old one where the asset was registered and single passcodes were redeemed.
If you will use a different MAC address on the new VM, you should call support team to unbind the passcodes from your old VM to redeem it into the new one with a new set of licenses. Take note that prior to calling support team, you should have an active software support contract.

To add to Jezreel's comment, consider setting DCE VM's mac address as static Mac address. That way, when DCE VM is moved, due to vMotion etc, it does not affect DCE VM's operation.
