What is the best practice way to associate DCE rmPDU in DCO?
Is there an Excel Import mechanism?
I have read Associating Live Data from an External System to the Layout
Associating multiple items in that manual describe a perfect matches, these matches are based on what? IP, MAC address, name?

Auto association can occur on a number of items including the external item name, make. model, serial number, asset tag, ip address and the item's unique DCO database uuid (called a ci_id in the ETL export databases).
Perfect matches will match against a unique system identifier like name, serial number, asset tag, and ip address as these tend to be unique in a room. Asset make and model do not usually lead to perfect matches by themselves unless there is only one of the item make and model in the room.

To add to Greg's point:
Make sure you name actual rack PDU and the rack PDU model in DCO using the same name. That will help your auto association, and make life easier in identifying device in DCE.
To name rack PDU itself, for SNMP device, change the SNMP device ' Name'. (the very first few OIDs under system) Use SNMP set to name multiple rack PDUs.
To model rack PDU in DCO, you can use excel import, as you can specify the rack PDU name
