Our policies on back end data storage database do not allow Postgress databases. As such DCO and DCE work on Postgress but is it possible to have SQL server or Oracle as the back end for our DCE and DCO?

At present we only support Postgres as database backend for both DCO and DCE. 

There are no immediate plans to make this changeable.

Would an ETL transformation to a shared  SQL database be useful, or does the Db need to be integral to DCO?

ETL may be a last resort but then this is now becoming a concern for couple of financial institutions who have policies with respect to data security and certain basic compliance of not installing any application which is opensource...
