StruxureWare Central 6.3.0 surveillance capturing < 1 second in Recorded Camera Clips

Surveillance settings set to post Mode "Send on Motion Detected" with a (VGA) resolution at 10 frames/sec with a 1 second Event Duration Trigger.  The captured clips are an initial capture of 1 frame < 1 second in duration followed by a 2nd capture 30 seconds later with a longer duration.  This appears to have  a 30 sec lapse that fails the purpose of the security capture when the first few seconds are critical??? Trying to figure out why the system appears to have some sort of delay.  Can someone provide some insight.
