A redundancy failover was done, and the web server that is virtualized cannot ping the historian server that is virtualized. The historian server could ping the web server.

The historian server icon status is standby

You’re making this sound like a virtualization issue, when it sounds like a straight forward firewall issue.

I expect when you virtualised your IT guys either configured the adapter as NAT or something equally silly, or they implemented a firewall appliance at the same time that is filtering traffic to your virtual guest.

Using tcping / telnet should prove which ports are being blocked. Where they are being blocked… much trickier, you’ll need to identify all of the IP interface points where such filtering could be occurring.
