The 'Remove Alarms' or 'Remove Alarms with Comment' option by right mouse clicking on 'MAIN' or the root level group in the database hierarchy doesn't force you to acknowledge what you are about to do. Is there a way to enable this considering the importance of this action? Is this something that can be added in the future and set by default?
It does come with a stern warning in the Help:
"LACK OF ALARM NOTIFICATION
Use the Remove Alarms option with care. Before using the option, we strongly recommend that you perform a risk analysis to ensure that the removal of existing alarms will not pose a danger to people or equipment.
Failure to follow these instructions can result in death, serious injury, or equipment damage."

Not exactly what you're looking for but there's functionality in place already to remove the Remove Alarm / Remove with Comment feature by severity. It's probably best practice to disable this on severities that are non-informational/alerts. You can do this in the server configuration. You can also remove just the Remove Alarm but leave Remove with comment.

I'd go one further than @tfranklin I'd recommend using the Server Configuration tool to disable the ability to use the Remove Alarm / Remove Alarm with Comment on the ClearSCADA / GeoSCADA server in total.
Whilst I can imagine there is a potentially valid use-case for it, I've seen far too many issues caused by the presence of it, so I find the safest approach is to just remove it's use from the system. If alarms want to be 'suppressed' then there is the Disable Alarm option for that, it (disable alarm) can be restricted to only be allowed to be disabled for a certain period of time, and has trivial Alarm State indication that the alarms are disabled.
Trying to find out what alarms are 'removed' is incredibly difficult.
