I have a client that I want to point to a new server. I configured the connections, accordingly, updated the server labels but I am still receiving a timeout or target machine actively refusing connection.

The middle screenshot is from the Server Icon running locally on the server, not a remote ViewX client, but is showing the same error.
The "No connection could be made because the target machine actively refused it" error suggests that either the Geo SCADA database server isn't running (check in Task Manager or Services), you're using the wrong IP port number (5481) or a firewall is blocking the connection.

The Configure Connections Port on the Server and the one on the client was different. Thus, setting them the same resolved the issues. Many thanks @AndrewScott
