This seems to have a lot of views and no replies, so I figure I'll take a stab at it. In short -- no. Inset windows cannot be "static" as they're floating windows by nature.
It sounds like what you're trying to do is open a window to a fixed position on a screen, almost as if it's docked and cannot be moved. I've seen things like this in other HMI's where a specific portion of the screen is dedicated for specific types of data. You can replicate this functionality with scripting and embedded mimics, but you won't be able to achieve it by using insets or new windows.
