It seems pretty straight forward as to what could cause it...
The version of the web API being requested by the client at x.x.x.x (v3.0) is lower than the server supported version of the web API (v3.1).
I suspect that whatever client is connecting via x.x.x.x is running an out of date version of the web client, or is otherwise performing a request for a web API version that is no longer supported by the server.
You should upgrade the client to use a supported version of the web API (>=v3.1 it would seem).

The numbers in the error message are SSL versions - the minimum version supported by the Geo SCADA Expert web server is TLS 1.0 (aka version 3.1), however this can be configured to a higher minimum version, see https://tprojects.schneider-electric.com/GeoSCADAHelp/Geo%20SCADA%202020/Default.htm#SecurityGuide/D...
The following blog has some background on SSL versions:

The client application needs to be updated to a minimum of TLS 1.0 to fix this issue.
