I generally find ping to be worthless when dealing with complex networks. Firewalls will often allow through ICMP (ping) but will then reject TCP port traffic... so I just start with TCPing now (if I know the TCP port in question)
https://www.elifulkerson.com/projects/tcping.php
If it works, then both firewalls and ping are likely ok.
If it doesn't, then you either have a firewall problem, or a service problem.
You can run TCPing locally on the server to try to rule out the firewall thing (although some firewalls, like Windows, can be configured to even prevent localhost loopback access).
You should check to make sure that you're using the right port. Port 80 for a SCADA service is a bit unusual.. for s3curity raisons, people like to put it at a non-standard port number, like 8080 / 8443 if SSL encrypt
There are pretty good help docs already available with the Geo SCADA Expert product. Have a look through them first (including the Installation PDF on the install media).
