I'm looking to determine what version/release of DNP3 and Secure Key Authentication is implemented in ClearSCADA 2017R2 and R3 and 2019. We are researching alternative field equipment and need to know what CS/GS will support.

All versions support IEEE 1815-2012 (the current DNP3 standard) however that doesn't really tell you very much as most features in the DNP standard are optional.
All versions support DNP Secure Authentication version 2 (SAv2)
You really want to look at the DNP device profile to get detailed information on what features and options are supported. The device profiles are installed into the "C:\Program Files\Schneider Electric\ClearSCADA\InteropDocuments" folder by default.
See "Geo SCADA Expert DNP Master Device Profile.xml" or "ClearSCADA DNP Master Device Profile.xml".
