The screenshots are a little too small to read but it looks like the drivers aren't running. You need to look in the driver log files to find out why they aren't running.
Both these drivers use the same Windows user account (the printing user, see System Administration > Server Administration > Printer Settings) so it may be the Windows user name/password are invalid or incorrect.

Thank you. Driver is running. But I can't generate. there is a different error. On the Crystal reports design screen, I can draw the data with ODBC and make a print view. However, when I press the generate button in Geo SCADA, it gives the following error and does not generate. Below are the settings I made.An also when I chose report user to "emre" user. I can't login with that user at Geoscada. What's the problem?

The "Failed to open the connection" error from Crystal Reports is usually due to the ODBC DSN used by the Crystal Reports driver not being setup correctly (on the main server). It either doesn't exist, has the wrong name or is misconfigured (e.g. bad credentials). See Driver Reference > Crystal Reports Driver > Configuring Crystal Reports Server Settings in online help for more details on how to setup DSN.
You can't log on as user "emre" as the "Report User" option is enabled. Report users can only logon via ODBC, see "System Administration > Security > User Accounts > Define Whether a User Account is Used for Report Generation" section in the online help.
