The error message indicates that a file (a .NET assembly) is either missing or the wrong version. The file is "C:\Program Files\Schneider Electric\ClearSCADA\NLog.dll" or one is its dependents.
Have you tried repairing the installation (from "Programs and Features" in Windows Control Panel)?
