Add (UTC) to 'Set Outstation Clock' 'Offset' field tooltip

The tooltip for the 'Offset' field of the 'Set Outstation Clock' field (Advanced Modbus or DNP3 channel | Scan Parameters tab) reads as follows:

"Offset from midnight, in seconds, to first set clock"

Although the ViewX Help does state that this field uses UTC as the reference, Neil feels there would be better clarity to the user if the tooltip were changed to the following:

"Offset from midnight (UTC), in seconds, to first set clock"

This goes for a number of "offset" fields throughout the database. Some fields work on UTC time, some work on local time, some have a selector so we can decide which it is. It would be great if this was more consistent across the product.
