Issue
When the Vista export file is converted using the Vista conversion to an EBO Server the Xenta devices are created with an empty application.

Cause
The user name that was used to log into Vista Database to run the Database export does not have full access to the Xenta devices Function Block Program.
Resolution
Log in with the System user that has full access to the Vista Database and export the database for the conversion tool to use.
