Issue
When creating a localized SEBA naming convention EBO displays local characters as a question mark (?)

Cause
The CSV file used is in ANSI format and EBO requires UTF-8 format
Resolution
Ensure the file is saved in "CSV UTF-8" format rather than generic "CSV".
