Cause
Graphics Card Driver Issue
In this case there was a "Intel(R) HD Graphics 4600" graphics card (this is the Intel Core i7-4790 CPU built-in graphics card) and there was a dedicated "NVIDIA GeForce GT 630" graphics card which was in the end also the culprit because it was the one with the outdated graphics driver, the Intel one didn't required an update.
Resolution
Update Display Drivers
Fix for Windows 10 Professional Version 1803 below
Start Computer Management
Go to Display adaptors and update driver
Search online for drivers
Verify with second run after driver update if newest driver is installed
