SP PSU 4A Fail Battery charger

• SP PSU 4A Controller does not supply the float voltage of the batteries which is 13.5 V. It only supplies 10.9 VDc at the output terminals of the controller. please help.
•  Why is the reason for this under voltage equal 10.9 VDC.

@JuanCastaneda2024 the charger output only supplies 500mA so it may be that the current drawn by the battery is exceeding it's capacity. I suggest seeing if the voltage rises as the battery charges further.
