Can I use tandem breakers in the QOC30UF load center?

I have the QOC30UF load center that was installed approximately 20 years ago. All of the spaces are used. 2 spaces are used for the "lightning" protection, and 2 spaces are used  for something called a "power save" device. So 4 spaces are not really used for a load. I can't find any information that states whether or not this load center allows he use of tandem breakers. I would like to add a separate circuit for a single pole 20 amp plug in my garage and a 2 pole 20 amp circuit for my air compressor. I would need to use 3 tandem breakers to open up 3 spaces to do what I want. I can find no information that says whether or no I can do this with the load center I have. There are tandem breakers available, but I am told I need to check and see If my load center allows the use of tandem breakers.
