Hi Brian,
That 'localhost refused to connect' typically means your browser can not connect to PCSS web interface. This could mean the 'PowerChute Serial Shutdown' Windows service is not running. Another possibility is that the web server, built-in in PowerChute Serial Shutdown, is not running or crashed out. You could try to restart the service (or restart the OS) and see if that fixes the issue.
If restart does not fix your issue then I recommend uninstalling and re-installing PowerChute Serial Shutdown. Make sure your UPS is connected during installation and the installer automatically detects it.
After installation finishes you have the option to open the Web User Interface in your default browser. The 'Your connection isn't private' warning in the browser is due to the self-signed SSL certificate. You can safely ignore this error and continue to localhost (click 'Advanced' button and then 'Continue to localhost (unsafe)' link). This will add an exception for localhost:6547 (the PowerChute Web UI) in your browser, and you will no longer get this privacy error next time you open the Web UI.

Hi Brian,
Please confirm the UPS is physically connected to the target computer running PCSS using the supplied APC USB cable.
If the original USB cable is not being used insure the aftermarket one is indeed a DATA & power cable.
You should also confirm the UPS is detected in the Windows Device Manager. When you unplug the USB cable you will see and hear (if speakers are preset) the connection is made / broken upon insertion.
Any and all antivirus / firewall should be white listed for PCSS or turned off to see if this is the issue.
