overload surcharge light

I have a surge arrest surge protector.  I only have 2 things plugged in.  A laptop and a monitor.  When the monitor is plugged in but off, the overload surcharge light comes on.  when the monitor is turned on, the overload surcharge light goes off.

Is this normal?
