Wiring in Reverse

I want to use my UPS for my solar panels. I want to plug it into the outlet and tie the solar panels in to charge the batteries. So what I think needs to happen is that the automatic transfer switch needs to see the battery side as the primary power and the outlet side as the back up. I currently cheat this by having the UPS plugged into a switched outlet. By turning the switch off it forces the ups to run on the batteries and solar panels. I have also disconected the built in UPS charger. There must be a better way to do this.

Your post makes no sense. Anytime I hear the word Solar and how to tie my UPS into it.... blah blah blah. Anytime you hack and disable equipment that isn't designed to do what you are attempting is a bad idea. There is equipment DESIGNED to do what your looking for which I'm assuming is:

Power a load via solar power through an inverter during times of good sunshine and when the sun goes down have it run on batteries???

Yes, buy a proper solar inverter and battery system

I will try to explain. Yes the batteries are charged by the solar cells. Yes the batteries run to the inverter to power whatever. When the sun does not shine or the batteries are to low to run the inverter I want the auto transfer switch to cut back to utility supplied power. I have not found anyone who currently offers this set up. If you have a link for me then please post it. Thank you.

You could buy one of these.

Feed the primary with your Solar/UPS device and feed the secondary with AC Utility. When the primary source cuts out(batteries dead) the ATS will switch to the secondary source which would be utility voltage. The switchover should be transparent to your equipment.
