I own a BE650Y-IN UPS and have installed Powerchute Personal Edition on my Windows XP machine. I have setup my PC to automatically start when power is available as I have downloads that run through out the day, I have setup powerchute to hibernate/shutdown 5 minutes after the power has failed. I have also enabled hibernate on WIndows.
The problem is as follows:
When power fails, within 5 minutes, the PC hibernates. If power comes back, the UPS comes back online automatically and the PC comes out of the hibernate successfully without any user intervention. So far so good. Now the problem is that though power remains, the system again goes back into a hibernate and I think it happens in 5 minutes after power was restored. This time however, the UPS does not switch off automatically. I think that after coming out of hibernate, Powerchute still thinks there is no power and so hibernates as per the settings. This used to work correctly about a year back but after reinstalling XP, I have not been able to get it working again.
I have also noticed that when the system comes out of hibernate and I move my mouse or do something like start an application, it does not hibernate.

Switching to USB native support does not help. The UPS does not go offline after the system has shutdown/hibernated and so the modem which cannot switch itself off will continue emptying the battery which becomes a waste of energy.
Though it may be an OS problem (which does not seem to affect any other OS functionality), they would not know how the PCPE was developed so they couldn't help. Who better than a PCPE developer to answer this question.
Besides, the second hibernate/shutdown (when power is available) is also inititiated by PCPE and not any other software (I do not have any other software that does automatic shutdowns/hibernates). So I think PCPE is at fault and not the OS.
I have temporarily turned off hibernate and looks like the fresh restart, when power comes back, does not cause the problem. Shutdown however takes time as opposed to hibernate so I'd still appreciate it if any of you have ideas as to why PCPE is initiating the hibernate when there is power. When the system hibernates the first time, the status of PCPE is 'On battery power'. When it comes out of hibernate, I think PCPE still assumes that there is no power because that was the state just before hibernate. Perhaps if PCPE refreshed correctly after coming out of hibernate, the second hibernate will not happen.

APC Management software will do only graceful shutdown in the event of power failure. As you mentioned, the PCPE software does shutdown your Computer gracefully after the UPS has been on battery for 5 minutes. This issue most likely lies with the OS. You may need to contact the OS manufacturer to find out if your BIOS settings are set correctly. If you suspect that the issue is with the PCPE, then you can configure the USB native support to isolate the issue. Follow this [k-base|http://nam-en.apc.com/cgi-bin/nam_en.cfg/php/enduser/std_adp.php?p_faqid=2497] to configure the USB native support in XP. You will need to uninstall the PCPE prior to configuring the USB native support.
