Computer is shut down and UPS is powered off (but plugged directly into wall outlet). However, my monitors are still in standby mode, which have to be manually turned off. I tried a standalone test turning off the UPS without having any device connected, and it still produces power in all the sockets.
I use a BX800CI-AS and have replaced with a compatible battery. In Windows, the UPS works as it should such as in an outage or surge.
Appreciate any opinion.

Thank you for reaching out to the SE Community, my name is Jon and I will assist you with this query. I understand that you were having issues with your BackUPS wherein it is still providing power/electricity to the outlets even if it is turned off.
Based on the user manual that I was able to find, the outlets of the UPS are battery backup + surge outlets, it does not have surge-only outlets. If you can confirm that this is what you have on the UPS, then those outlets should turn off when the UPS is powered off.
While it is turned off, we can unplug the UPS from the wall outlet and see if it will cut power from the outlets. We can also do a full UPS logic reset on the unit.
If the same problem occurs, there is a possibility that the internal mechanism of the UPS is faulty.

Yes all outlets are backup + surge, and yes if the unit is off and unplugged, it cuts all power to the outlets. It is only when it's off but connected to the wall outlet, does it still give power. I've tried the UPS logic reset but it didn't work.

Since all the outlets are battery+surge, the power button is responsible for controlling them. If the UPS is off and plugged in and you are still getting power from the outlets then the mechanism that controls it is not working. Unfortunately, this cannot be repaired/replaced and the entire unit needs to be replaced.

*UPDATE*
Retried the UPS logic reset. As it does not show any indication that a reset is completed, I just added a few more seconds. Put back everything in the UPS and tried again. And it worked! It doesn't immediately cuts power, but after 5-10 seconds my monitors, printer and USB hub lights went off. So, yay!
