We have connected new Smart-UPS 750 and registered it in the cloud and can see it. We can see the internal IP address. Should we be able to also connect a web browser on that local IP as it doesnt work? telnet and SSH dont connect either

There is no local access via the Smart Connect (Green) RJ45 Ethernet port. Local access can be obtained via the USB / RJ50 serial ports which typically connects to a computer using APC Power Chute Software for graceful shutdown of target devices.
NOTE: Only one serial port can be accessed and used at any one time.
The preferred and recommended method to have full secure access and management of the system is with a NMC (Network Management Card).
