Unit will not provide power after power is restored

I'm not sure if the model number matters; we have an APC BR1500G. I have a question about a scenario I've run into a few times.
We lose power frequently (for a second or two). During the power outage, the battery backup's alarm will continuously sound, and error code F02 is displayed on the unit. When the power is restored, the unit will not energize the devices connected to it; they remain in a powered down state. We have "dumb" (no power button - plugging them in causes them to power on) network equipment plugged into the battery backup side of the unit. When the power is restored, none of the equipment will receive power - even after power has been restored for hours. I have to manually press the power button on the battery backup unit to turn it on. Once turned on, power will flow to the devices, and the battery starts charging. We have another unit, the BX1500M, and it has not had this issue - once power is restored, the unit will start charging again, and its devices will remain powered.
Is this a normal function of the BR1500G? I understand that it needs a new battery, but I'm also wondering if we should replace the whole unit. I would like a unit that functions like the BX1500M; is the BR1500G malfunctioning?
If anyone can help me with this, I would greatly appreciate it 🙂
