UPS says no power via transformer?

I just moved to Azerbaijan from the United States.  I brought my Pro 1500 S battery backup UPS with me.

Azerbaijan is 220v power, so I bought a voltage transformer to allow me to use my UPS.

So my setup is power outlet -> transformer -> UPS.

However, the UPS will not get off battery and is acting like there is no power.

Facts that I do know:

- The transformer is outputting power as I can plug other devices into it and they work.

- The wiring fault light is off on the UPS.

- I get the same results with two different UPS devices.

Am I missing something?  Is the transformer power output not correct or stable enough for the UPS?

In North America household power is 120 VAC 60 Hz. In Azerbaijan the power is 220 VAC 50 Hz. If the UPS had the ability and supported a wide voltage / frequency like they do for Enterprise models. The UPS would have auto detected the line voltage and frequency and operated just fine.

Given the model you have does not have that capability more than likely the 50 Hz is causing issues. A voltage transformer will not correct this issue for you as of this writing.

When you say you bought a transformer, it depends on what you mean by that?   If it was not a fully wired device sold as a converter, and is just a transformer, then you could have wired it wrong, perhaps with the wrong polarity or maybe just no chassis ground?  Another possibility is that the frequency could be different.  The US is 60 cycles per second, but many places are 50 cycles per second.  Going from 60 to 50 cps requires an expensive inverter, not just a transformer.  Cheap appliances like a hair dryer do not care what the cps are.  A UPS will.

The outlet standard for Azerbaijan differs from the US not only in voltage, but also in frequency.  Their 50 cycle per second power will work on simple devices like a hair dryer, but not on a 60 cycle UPS.  You need an expensie inverter that also converts frequency, not just a voltage transformer.
