Hi Mark,
How old is the UPS? Can you share the exact model number and first six characters of the serial number from the bottom of the UPS?
Was there a power event that lead up to this or what was happening before you decided to plug in the new UPS?
Did you purchase and try a brand new battery or was it a used battery? Also, you'd want to make sure if it was a new battery, you connected it properly and also let it charge for several hours. Though, depending on the specific SKU model, most Back-UPS will at least beep or make a tone if it is plugged in and getting good AC power if the internal battery is disconnected...

it's okay now 🙂 yesterday i try to change the battery from my working UPS but nothing happens but when i decided to charge it for 10mins then i turn it on it works ! 🙂
But i have a question, when i replace the battery from my working UPS nothing happens, do i really need to charge the UPS after replacing the battery even if the battery have a charge ? 🙂

Thank you for the response appreciate it so much 🙂

Hi Mark,
I need to know the UPS model SKU to comment farther. In general though, I would expect a charged battery from a working UPS would work immediately but if the "problem" UPS is older design or something, maybe it needs a few minutes to charge its capacitors or something along those lines in order to start. That is just a thought though. It may not be the case.

Thanks. Found the user's guide for that here -> http://www.apcmedia.com/salestools/ASTE-6Z7V9K/ASTE-6Z7V9K_R1_EN.pdf
Your UPS itself indicates it was manufactured in 2009 (per the serial number) so had you gotten it in 2009 and then changed the battery 3 years ago? Or did you purchase it 3 years ago and then somehow whoever sold it had kept it since 2009?
Either way, I am not sure why it took 10 minutes for it to turn on with the new battery from your other unit but the batteries typically need to be replaced every 2-4 years so it makes sense if you need a new one at 3 years. You can also consider trading the UPS in for a new battery and new unit with 3 year warranty on both. The batteries themselves only come with a 1 years warranty usually.
