we are trying to find a solution to monitor APC Back-ups 550's ( not smart) connected to all our desktop computers (1000+) .. would like to have some sort of dashboard so that emails generated won't be just ignored noise .. any ideas?

I’m not aware of a cheap Enterprise solution to monitor 1000+ APC Back-UPS. As this would require extra products & services.
Having said this you may consider installing (NUT) client on each computer system. These clients would report to a NUT Server to help monitor and manage remote systems.
Keep in mind this only works while the target computer is running. You’ll need to read all the limitations as it relates to NUT. I’ve never read of anyone managing more than a handful of UPS vs 1000+ using NUT! ☝️
As it relates to the email notification it would only make sense to have the system report to monitored service alias vs the end client.

That doesn't exist today, unless you want to experiment with NUT like @Teken mentions. SNMP would work, but SNMP feature is not available for Back-UPS in PowerChute Serial Shutdown; only for Smart-UPS. If all your desktops are Windows machines then maybe an (Enterprise) Windows Event Log Analyzer solution could work for you.
PowerChute Serial Shutdown writes most events to Windows Event Log. A centralized Windows Event Log Analyzer could monitor the logs from all your desktops and alert on specific UPS or PowerChute software events. Just keep in mind that the UPS itself is not network connected. You won't see UPS events when the connected desktop, running PowerChute Serial Shutdown software, is not powered on.
