Can PCPE be run as a service under Windows SBS 2008?
Or will it still shut down the computer anyway if there isn't anyone logged in - or do you need to be logged in and it to be running for it to shut down automatically?

PCPE is not supported or tested on Server 2008 by APC because it is designed for non-server class OSs. the delays within it aren't adjustable which you may need for a server to properly shutdown. this is all housed within powerchute business edition which is recommended along with a Smart UPS. powerchute network shutdown is also suitable with a network management card in the Smart UPS.
thus, i am doubtful as far as the feasibility for what you're looking to do.
