The status of my UPS in PowerChute has always been that it is charging and the remaining battery charge is 98%, but it never reaches 100%. Also, the fan(s) seem to run all the time and are loud.
I emailed APC tech support and then un-installed and re-installed Powerchute as requested. The fan stopped running at full speed all the time, but the current status still showed that it was charging and at 98%.
I then decided to do without the PowerChute software altogether and am using the default Windows driver as well (Vista x64). The unit seems to be functioning normally except that even when the fan is not running on high, I still find it to be unacceptably loud. My biggest concern is that if PowerChute was detecting that the unit was constantly charging, does this mean my electric bill will be impacted?
Also, I can't stand the noise of this unit and will have to eventually use it in a different room where the noise won't bother me. Does anyone have recommendations for a silent unit, preferably one without fans? APC doesn't seem to list whether a unit has fans in their specs.

Yes, I did discharge it all the way and then recharged it - no difference.

Have you tried to discharge the battery significantly (perhaps down to 50%) and then let it recharge? You may find that it finishes at 100%.
