Powerchute Personal Edition won't install on winXP

Hi--tried to install PCPE 3.0.2.0 on winXP service pack 3. When I click on the installer I get:

There is a problem with this WIndows Installer Package. A script required for this install to complete could not be run. Contact your support personnel or package vendor.

Please help.

This is usually due to installer service within windows being corrupted. I see several complaints on this issue just searching online such as the one below. I would suggest taking a look at it.
