Both of my Back-UPS ES 700 (BE700G-UK) have been working fine for 4 years. Today I plugged in a heater to one of the battery backup sockets, and shortly after the UPS turned off (along with the plugged-in devices).
The circuit breaker button had popped out, so I pressed it in and then unplugged all the plugs from the UPS. Now, every time I press the on/off button the power LED flashes red and makes a continuous beeping sound (until I turn it off).
FWIW, when turned on, the plug sockets still work fine, despite the flashing LED and beeping.
If I press the power button when the UPS is disconnected from mains power, I hear a faint/quiet beep and both the power LED and master enable LED briefly flash green and then turn off.
When the UPS is off and connected to mains power, if I press and hold down the power button, I get a quick beep, and (while still holding down the power button) 10 seconds later the power LED alternately flashes green and red until I stop pressing the power button, upon which the LED flashes yellow 10 times.
Any ideas? I suspect I've damaged the UPS, which I didn't expect.

The UPS may have encountered an overload situation when you plug the heater on it it can support upto 700VA on an impulse and can support up to 405 watts of load sustained on battery. Heaters can usually pull a lot of power so it triggered the breaker to kick in to avoid damaging the UPS.
Surge outlets are pass through outlets meaning they do not need the UPS to be powered on to work while surge and battery back up outlets require the UPS to be powered on.
The UPS when powered on without being connected to the wall will go on battery if the battery does not have enough charge the UPS will power off.
If the batteries are depleted/discharged you just need to leave it plugged in after a few hours or overnight and unplug it and try to power it back on without plugging it in so that it goes on battery. If the unit turns on and stays on the batteries were just discharged. If the unit fails to turn on it could be that the batteries are dead a good battery should have a voltage range of 12V- 13.7 anything lower means that the batteries are dead no longer charging.
When the UPS is powered on after a logic reset or the UPS will run a selftest for around 10 seconds which may be what you encountered if the batteries are discharge when test are done the unit will consider it failed.

Thanks. I left it plugged in overnight without any devices connected, and it still gave a continuous beep when I turned it on the next day.
However, I think I've identified the problem! I put the battery in into my other Back-UPS ES 700 (which works fine) for 5 mins, and that UPS turned on OK. Then, I removed the battery and put it back in my faulty UPS and it turned on fine, and was working for a short while. Then reverted back to the continuous beeping. So it seems to me the faulty UPS isn't charging the battery.

You may have an internal short or damaged fuse or a welded relay or transfer switch that is keeping it on battery mode if the UPS gets you an overload warning even without load and the batteries not charging is one of its symptoms. I recommend that you replace the actual UPS since you Isolated that the batteries does not have any issues
